Public Sector Organizational Performance in Nigeria: A Benefit-Cost Involution Implementation of Treasury Single Account (TSA) (Published)

The study examined the benefit-cost involution of the implementation of treasury single account in respect to public sector organizational performance in Nigeria. As a descriptive research work with heavy dependence on secondary data, after due introduction and conceptualization of the key concepts of the research study – Treasury Single Account and Public Sector Organization, retrospect of Nigerian public sector organizations, rational for the adoption of TSA in public sector organizations in Nigeria, preconditions for setting up TSA, functions of TSA, types of account under a TSA System, and operation of TSA in public sector organizations in Nigeria were examined. The findings of the study revealed that the operation or implementation of TSA in public sector organizations in Nigeria has its own benefits and costs. Therefore, for the benefits of implementing TSA in public sector organizations in Nigeria to over poise the costs, the study recommended that the federal government should show the political will to assure the policy’s long-term viability, as well as tenaciously push TSA implementation at both state and local government levels across the country to ensure the success of TSA policy in promoting public sector organization performance in Nigeria among others.

The Concept and Models of Representation (Published)

The model of representation is a theoretical framework that delineates the manner in which elected officials or political representatives are anticipated to advocate for the interests, desires, and necessities of their constituents. This study elucidates various models of representation, each presenting distinct viewpoints on the functioning of this representation. Several prominent models of representation in politics include the trustee, delegate, partisan, and political representatives. The findings indicate that there are several elements that pose challenges to the functioning of representative government. These problems include defection, corruption, and the absence of clear ideological frameworks within political parties. The study concludes by offering recommendations for increasing representative governance through practical means, including the participation of all individuals, the promotion of political equality, and the cultivation of a sense of political responsibility.

Economic Analysis of Borrowing, Corruption and Inflation in Nigeria (Published)

This study investigates the impact of borrowing and corruption on inflation in Nigeria. with annual time series data over the period 1990 to 2022 obtained from CBN statistical bulletin 2022, World Bank Economic Outlook 2022 were employed. This study employed two distinct analytical techniques namely the Error Correction technique. The results indicate that external debt could result in inflation or reduce inflation depending on the prevailing economic condition. On the other hand, domestic debt has a positive influence on the country’s inflationary woes as increase in domestic debt produces increase in inflation. Also the study finds that corruption increase the cost of goods and services and external debt could result in inflation or reduce inflation depending on the prevailing economic condition. The findings also show that domestic debt has a positive impact on inflation as such, increase in domestic debt increase in inflation. The recommends that in order to reap the benefits of foreign debt and reduce the debt load, the Nigerian government must secure political and economic stability and additionally, the nation’s ongoing democracy and the battle against corruption should be maintained.

Juridical Review of Death Criminal for Persons of Corruption Crime (Published)

Law enforcement against criminal acts of corruption in social assistance, if it is related to the Corruption Law, is far from the expectation that Law Number 31 of 1999 concerning the Eradication of Corruption Crimes in conjunction with Law Number 20 of 2001 concerning Amendment to Law Number 31 of 1999 concerning Eradication of Corruption Crimes where in Article 2 paragraph (2) it is stated that in the case of a criminal act of corruption being committed under certain circumstances the death penalty can be imposed, but in its enforcement it is far from the expectation of the establishment of the Corruption Law. Death penalty in corruption cases should be applied in certain circumstances which can be used as a reason for criminal punishment for perpetrators of corruption, and the 2020 social assistance fund corruption crime should have met the reasons for aggravation because these funds are intended for overcoming economic and monetary crises, as well as overcoming situations danger. Indonesia in 2020 experienced an economic and monetary crisis, and the country was in a state of danger as evidenced by the large number of layoffs and limited people’s mobility, so social assistance funds were issued to overcome this.

Effect of the Endsars Protest on the Nigerian Economy (Published)

The study examined the Effect of the EndSars Protest on the Nigerian economy; with specific set objectives to find out the causes of the EndSars protest in Nigeria; ascertain the effect of the EndSars protest in Nigeria and proffer possible solutions to the causes of the EndSars protest in Nigeria. The study adopted the structural-functionalist theory and used the survey research method given the work coverage. Thus, the method of study was qualitative. Data were generated from secondary sources which included journal articles, news papers and other online sources. Literature review however shows that, SARS is notorious for its brutality and human rights abuses and the lack of accountability for their actions while the Nigerian economy suffered huge losses of billions of naira resulting from the protest. The Police Act, which was adopted in 1943, has broad discretionary powers in the hands of police officers,making the abuse of power possible. The study concludes that, EndSars protest has left memories not just on the Nigerian people and her economy but on the global community on issues of police brutality in Nigeria. The study therefore recommends that, state governments, in collaboration with security agencies and other stakeholders (Civil Society Organizations and traditional/religious institutions)should create avenues for interaction with the general populace and listen to the millions of voices calling for police reform; there should be great transformations in relationships between the police and communities and the Federal and State Governments should invest in youth employment to create sustainable economic opportunities foryoung people in the country thereby, growing the economy.

The Effectiveness of the Whistle Blowing Policy in Combating Corruption in the Nigerian Public Sector (Published)

This study investigated the effectiveness of the WBW Policy in combating corruption in the Nigerian public sector. The study was carried out in Delta, Edo, Enugu, and Anambra States respectively. Data were obtained through structured questionnaire. Survey design was employed in the study. A total of one hundred and two (102) auditors and 162 accountants were sampled in the public sector. Judgmental Sampling Technique (JST) was employed in selecting the 264 respondents in the four states’ public organisations. Descriptive statistical techniques such as, charts, mean, standard deviation, tables, and percentages response analysis were used in analyzing the data. Cronbach alpha coefficient was used to test for reliability of the research instrument and the result was (0.7110). The Pearson Product Moment Correlation Coefficient (PPMCC) was employed in testing the hypothesis. SPSS 23.0 was used. The results revealed that the WBW Policy is effective combating corruption in the public sector of Nigeria. The study hereby concluded that the WBW Policy have been effective in combating corruption in the public sector.  It was recommended that the state and local government should also initiate suitable WBW programme, continuous advert on WBW should be on the media, adequate protection of whistle blower should be guaranteed, and the rewards for the whistle blowers should be increased.

Police Corruption and the State: Prevalence and Consequences (Published)

Corruption is endemic social problem in Nigerian society; it is particularly objectionable in Nigeria Police Force. This study x-ray prevalence and consequences of corruption in Nigeria Police Force. It predominantly utilized secondary data. This study has identified that, in Nigeria, the police force has become an epitome of all multi corrupt and fraudulent schemes which constitute a stumbling block to the effective administration of justice and efficient maintenance of law and order in Nigeria and have soiled the image of the force. Thus, the study recommends fundamental restructuring, reorganization, total war against police graft to re-invent a new image for the police and professionalization through further training and re-education in the force which would hopefully launch the Nigerian Police Force on the positive side of history.

Corruption and People’s Opinion on the Removal of Police Check-Points in Yobe State (Published)

Police checkpoint is one of the most dreaded sights by motorists in Nigeria due to the dominance of extortion over all other activities at checkpoints instead of the normal stop-and-frisk expected of a security agent thereby affecting the efficiency of the force in preventing, detecting and containing crime. Yobe state with its high number of Boko-Haram induced checkpoints is one of the states where strong reactions follow the removal of police blockades in other parts of the country. This paper attempts, using survey research technique to assess the perception of the people of Yobe state on the removal of police frisk-barricades from the roads as a means of reducing police corruption in the country. The research found out among other things; that people of Yobe state believe that the removal will tremendous effect in reducing police extortion that has direct bearing on the common man. The study recommends inter alia the review of police salary and welfare packages, introduction of technology driven frisking system and policing the police technique of fishing out corrupt personnel.

THE LEGISLATURE AND NATIONAL DEVELOPMENT: THE NIGERIAN EXPERIENCE (Published)

Controversy shrouds the role of Nigerian Legislature in national development. Though some believe that the legislature has contributed significantly to the development of the nation, many others are of the view that since from its inception as a sovereign state legislature in Nigeria has not shown a significant and genuine commitment to the social, economic and political wellbeing of the country. This work assesses the role of Nigerian legislature in national development. The work is of the view that legislature is a veritable instrument and institution for national development whose effectiveness is determined by some local variables. The descriptive-diachronic methodology was used in comprehending and interpreting the role of the legislature in national development. For Nigerian legislature to be instrument of national development, the work suggests among others the need for moral politicians.
