Development of a Quality Assessment System for Building Contractors in Lagos State, Nigeria (Published)

In the past few decades, Nigeria has witnessed increases in activities in the construction sector, but there have not been developed a robust quality assessment system for building contractors in Lagos State, Nigeria. The aim of this study is to develop a quality assessment system for building contractors in Lagos state. In order to realize this aim, the study assess an adopted conceptual framework as well as areas of improvement with regard to how their organization does quality assessment.The study employed a descriptive case study design where data was collected from senior managers, project managers, engineers, architects, quantity surveyors, and technical managers working with building construction companies in the Lagos Metropolitan Area using the mixed method approach. Quantitative data was collected using questionnaire from 109 randomly selected participants and analysed using descriptive and inferential statistics. Qualitative data was collected through interviews with 9 purposively selected respondents and analysed using the thematic analysis technique. The improvement areas identified were: Staff education and training, Information technology, Involvement of senior leaders, customization of existing quality assessment tools, partnering with contractors, suppliers and other stakeholders, change management and involving other stakeholders. This study recommends that developing a model for guiding the process of assessing quality among Lagos and Nigerian contractors should incorporate prescribed steps, methods, tools, and procedures that local contractors should use in the assessment of quality. This model will help to standardize the processes of assessing quality within the Lagos construction industry

The construction industry contributes 1% employment opportunities to Nigerians (Ding, 2008). According to the World Bank, an active industry should contribute at least 3.2% of the employment opportunities in the country. The aim of this study is to examine the problems encountered in applying quality assessment system in Lagos state. In order to realize this aim, the study examined challenges encountered by contractors..The study employed a descriptive case study design where data was collected from senior managers, project managers, engineers, architects, quantity surveyors, and technical managers working with building construction companies in the Lagos Metropolitan Area using the mixed method approach. The study shows challenges encountered by Contractors to include: Lack of adequate resources, inadequate skills and expertise, Casual/ temporary nature of construction workforce, Internal resistance, Lack of flexibility in existing tools and approaches etc. The study concludes that the most significant challenge encountered by local contractors when it comes to quality assessment is the lack of adequate resources and the study also identified staff training and education, integration of information technology, and increased involvement of senior leaders as the most important issues that they would like their organization to improve so as to increase the effectiveness of the quality assessment process.

EXPLORATORY STUDY OF THE COST OF HEALTH AND SAFETY PERFORMANCE OF BUILDING CONTRACTORS IN SOUTH- EAST NIGERIA. (Published)

Organizations of all kinds are increasingly concerned with achieving and demonstrating sound occupational health and safety (OH&S) performance by controlling their OH&S risks, consistent with their OH&S policy and objectives. In view of this, the study is a detailed assessment of the cost of Health and Safety performance of building contractors in South East, Nigeria and the relationship between the cost of performance and success of building projects. It provides a framework through which contractors’ health and safety actions can step down the rate of accidents on construction sites. It employed survey research method where a questionnaire was structured and randomly distributed to a total of 150 respondents comprising three construction stakeholders (clients, contractor sand professionals) across the zone. Data obtained were statistically analysed using Chi Square statistics (X2) to ascertain if statistical relationships exist. Cramer’s V test is conducted to establish the strength the relationship. The result reveals that health and safety performance of contractors affects the success of building projects in terms of delivery time, quality, cost and productive, while non-performance induces litigations/legal costs which inadvertently increase the overall building project cost. The result also portrayed the believe of the stakeholders that implementation of health and safety programmes and policies increases the overall project cost and as a result health and safety programmes are really implemented on site. The study recommends that the stakeholders especially the contractors should look beyond the immediate effect of implementing health and safety programmes and policies and focus on their long term comparative advantages which include quality reliability, profitability and timely delivery.
