The Impact of Governance and Administrative Patterns on Urban and Regional Development in Iraq (Published)

This study provides a comprehensive and detailed examination of the “Pattern of Urban and Regional Governance and Administration in Iraq.” It offers an in-depth analysis of the constitutional and institutional framework of governance and administration in Iraq, explores the challenges and opportunities in urban and regional management, and presents practical recommendations for improving governance, transparency, and accountability. The study begins by analyzing the constitutional framework and the political system of the state. It reviews the historical evolution of Iraq’s political system and analyzes the 2005 Constitution, which established the principles of decentralization and the distribution of powers among the federal government, regions, and governorates. The study also examines the institutional structure of the state, including the legislative, executive, and judicial branches, the local governance system, and decentralized administration. It then moves on to present the general characteristics of the country, providing information on geography, area, topography, climate, demographic composition, natural and economic resources, infrastructure, and public services. It also addresses the socio-economic challenges Iraq faces, such as unemployment, poverty, and weak public services. A dedicated chapter offers comparative case studies, examining Basra and Salah al-Din governorates in terms of geographic and demographic characteristics, administrative and institutional structures, and urban management challenges and opportunities. It also compares governance models in these governorates with the federal government and the Kurdistan Regional Government, offering a deeper understanding of the variations in governance and administrative models across Iraq. The study includes a chapter on the use of spatial and economic data in policymaking, highlighting the role of Geographic Information Systems (GIS) in urban planning and the importance of integrating spatial and economic data into decision-making processes. It presents models and applications of data use in urban planning in Iraq, such as poverty and deprivation maps and spatial decision support systems. A specific chapter addresses the challenges and opportunities in urban governance and administration in Iraq. It analyzes institutional, legal, financial, technical, and environmental challenges, as well as challenges related to urban expansion, population growth, internal migration, and informal settlements. The study also explores opportunities to enhance transparency and accountability through e-governance, citizen engagement, community monitoring, digital transformation projects, smart city concepts, and e-services. Furthermore, it highlights opportunities for international cooperation with programs from the United Nations, the World Bank, and the German Agency for International Cooperation (GIZ). The study concludes with a chapter on findings and recommendations. It provides key conclusions regarding the constitutional and institutional framework, decentralization, local governance, data use, planning, and challenges and opportunities. It also offers practical recommendations to improve transparency and accountability at the legislative, institutional, and capacity-building levels. Additional recommendations are provided to enhance the use of spatial and economic data through data infrastructure development, improved coordination among stakeholders, and technical capacity building. The study presents a roadmap for administrative and governance reform, including short-, medium-, and long-term objectives. The study draws upon a wide range of Arabic and international sources, including books, scholarly articles, official reports, statistics, and online resources, giving it a scientific and credible foundation. It uses APA style for referencing, enabling readers to easily trace original information sources. This study offers a comprehensive framework for understanding urban and regional governance and administrative patterns in Iraq, an in-depth analysis of associated challenges and opportunities, and practical recommendations for improvement. It serves as a valuable reference for researchers, policymakers, and those interested in governance and urban management in Iraq.
