SPATIAL POLICY EVALUATION IN THE TANGERANG CITY (EFFECTIVENESS AND EFFICIENCY PERSPECTIVE) (Published)

The assessment different policy with studies policy on the implementation or formulation of policy. Policy evaluation process in perspective a groove / the cycle of public policy, occupying a position last after the implementation of policy, so that it is only natural if public policy that has been made and executed and evaluated .Evaluation also thought that the the links between the theory (policies) with practice (implementation) in the form of the impact of the implementation of policy, what is the significance is in accordance with who is expected to or not .Also of the evaluation results we can evaluate whether a program policy affording benefit or not its intended for the community .Normatively the function of evaluation is needed as a form of public accountability , especially in the society that became more critical evaluate performance of the government. There was a policy of spatial planning in tangerang is still facing problems in any policy, hence the improvement process are needed to be deep to do .It is indicated by the presence of the problems in the use of space that is indicative of the mismatch of space utilization in locations are allocated as the area, settlement, the warehouse and others .The based on the background, the question of this research is how is the spatial planning evaluation in tangerang ?

LOCAL GOVERNMENT’S POLICY IN SELECTING THE OCCUPANTS OF RUSUNAWA (A STUDY IN RUSUNAWA CINGISED OF BANDUNG CITY) (Published)

The policy applied thus far in determining the occupants of rusunawa (rented simple apartment) has not produced yet satisfied results and thus the accomplishment of targets has not been as expected. This is due to the obscure qualification of the rusunawa occupants. The data collection techniques used in the current research were in-dept interview, field observation, and literature study to obtain secondary data. The data obtained was then tested by carrying out a triangulation to all data sources possibly related to the research problem and topic. The Rented Simple Apartment completely built in Cingised, Cisaranten Kulon Kelurahan, Arcamanik Sub-district, Bandung City has 5 twin blocks, consisting of four 21-m2 type twin blocks and one 24-m2 type twin block. The result of selection was determined by a decision of the Head of Housing Agency Number: 648/1158 – Disrum on the determination of Cisinged Rented Simple Apartment dated of December 10, 2007 where the twin block 1 accommodated 91 occupants plus 1 business area that accommodated 10 occupants, whereas twin block 2 accommodated 92 occupants.

EVALUATION E-PROCUREMENT POLICY WITHIN THE ENVIROMENT OF TANGERANG MUNICIPAL GOVERNMENT (Published)

The core of the problem in this research is about Evaluation of Products and Service e-Procurement Policy within the Environment of Tangerang Municipal Government. This research was conducted using qualitative descriptive method. Informants for this research was nine evaluators consisting of five persons of Municipal Secretary, one person from the inspectorate, one person from Information and Communication Service/UPTD LPSE and two persons from product/service providers. Results of this research show that evaluation of the product and service e-procurement policy based on the effectiveness criterion was not effective yet, because in the auction target there were several activity packages that should be re-auction – that are 163 packages in 2012 and 580 packages in 2013. In addition, E-Procurement System (Sistem Pengadaan Secara Electronic, SPSE) had not been capable of detecting erroneous or mistaken administrative bundles. For efficiency criterion, it was shown that the target of efficiency has been achieved, as suggested by budget efficiency from the HPS (self-estimated price) ratio with the work contract at 12.27 percents in 2012 and 10.62 percents in 2013. For the adequacy criterion, it was revealed that the result has been adequate, in respect of authority given to the task force (Pokja) to conduct auction process as stipulated in either Perpres (Presidential Decree) No. 70 year 2012 which is the second amendment of the Perpres (Presidential Decree) No. 54 year 2010 or the Decree of Product and/or Service Procurement Department. For the criterion of even distribution, the result was not good yet, because information obtained by from evaluation conducted by evaluators were not reported to the policy maker (the city mayor), and were also not delivered to head of SKPD. Likewise, for the criterion of responsiveness, the result was not good yet, because local businessmen or entrepreneurs still asked assistance and guidelines, in the form of two-monthly meetings, from the Tangerang local government. Until now, such meeting was conducted only once in the form of construction service technical training conducted by the Urban Planning Service. Whereas for the criterion of accuracy, it was known that the result was accurate or feasible for the community needs, because of the existing generality, consistence, clarity and fairness and efficiency.
