Service Design for Policymaking: Challenges for Delivering Value and Experience to Citizens (Published)
This theoretical paper aims to discuss and argue the design approach roles and challenges in the public sector to deliver value and experiences of public services to citizens. This technique seeks to approach government and civil servants, who design and plan public policies, to the citizens who receive them in services. Service design encourages governments to shift from ‘designing from the inside out’ to ‘designing from the outside in’. The service design approach tries to balance the desired changes of a government with the desires of the citizens to achieve two goals: (i) decreasing inconsistency of services; and (ii) increasing results in terms of service value and experience for citizens. However, for deploying an agile methodology as service design, governments and civil servants must overcome bureaucratic processes, regulations and lack of skills in innovation practices to reach the citizens’ needs.

Periscoping President Goodluck Jonathan’s Administration on Selected Issues in Nigerian Newspapers (Published)
This study used content analytical method to examine two selected Nigerian newspapers’ reports on Fuel Subsidy Removal and Reinvestment Programme {SURE-P}; Nigeria’s Governors Forum (NGF) Crisis, Governor Rotimi Amaechi –President Goodluck feud and Obasanjo-President Goodluck feud from January 1, 2013- March 31, 2013 giving a total of 78 issues. The selected newspapers are The Guardian and Vanguard. The findings revealed that three out of the four issues were well reported in the Nigerian press. Fuel subsidy removal and reinvestment was ranked first in terms of favourable coverage, while Nigerian Governors Forum crisis ranked first in terms of unfavourable coverage. Obasanjo-Goodluck feud came second in terms of unfavourable coverage. Majority of the issues were reported as news stories, accounting for 21 (34.6 %) and were placed on the front page which shows that Nigerian press attached importance to national issues. It was recommended that a further study should be carried out using another research method

The Existence Of Hukum Tua In Villages Government (Study About Hukum Tua On Responsibility Of Government Concept In The District Of Minahasa North Sulawesi Province Year Period Of 1945-2014) (Published)
Issues raised in this dissertation research is about tidal of existence Hukum Tua in governance villages in Minahasa, North Sulawesi Province, in various of State over the village setting. This research focus on secondary data from the literature that is supported by primary data obtained from a field research. Specifications of this research is qualitative analysis. Based on statement of problems presented, can be seen that the existence of Hukum Tua in governance villages in Minahasa, North Sulawesi Provinces has been good; responsibility as accountability (accountability) are performed in calculation (account) on the resources or authority to use, accountability as a liability (obligation) for the fulfillment, keeply, and fulfillment of achievement through agreements with the confidence (trust) communities, and accountability as causation (cause) of the aspirations of the people under the demands that have been accommodated in the task to accelerate the realization achievement of the goals and objectives desired. Hukum Tua liability in governance in various arrangements of State over the governance villages which has been from 1945 to 2014 is divided into four periods (1945 to 1979 period, 1979-1999 period, 1999-2004 period and 2004-2014 period) each with different characteristics on the procedural aspect of formal side. The conclusions research indicate that there a negative influence between existence Hukum Tua and enactmen variuos legislation on Local Government and Village Government

Evolution of Constitutional Government in Nigeria- Its Implementation National Cohesion (Published)
This paper attempts tore-examine the evolution of constitutional governments in Nigeria from 1922 to 1999 and identify their impact on National coherence. It examined the patterns and degree of the people’s involvement in these processes of constitution making and development. With emphasis on how coherent these constitution have unified the country. It adapted the historical and content analysis methods for eliciting and analyzing its data. Three research questions were drawn for the study. Among other things, the paper reveals that although, we must remind ourselves that Nigerian federalism was established to secure the country’s unity and progress in the face of strong centrifugal forces. Hence, we can say that the various constitutions have tried to ensure coherence in the country. But most importantly in ensuring sustainable conference, the constitution for the people’ republic must entrench liberty and equity of all within a federal democratic structure in which power responsibility and resources are decentralized.

Implementation Policies Enhancing Human Development Index In the District Pandeglang Province Banten in Indonesian (Published)
The phenomenon that made the object of research is the implementation of policies for enhancing the Human Development Index (HDI) in Pandeglang Banten Province. The research objective was to discuss the implementation of policies for enhancing the Human Development Index conducted by the Social Security program Banten People Unite (Jamsosratu). The study used a qualitative approach. Determination of the research informants thirty four people using purposive sampling technique. Secondary data collection using literature study and study documents. Primary data collection using interviews and observation techniques. The data analysis using descriptive analysis method developed by triangulation analysis. Results of the study are the following: Policy Implementation Improved Human Development Index (HDI) in Pandeglang Banten province, organization, interpretation, application. Activity phase consists of structuring the organization of administrative resources Jamsosratu; forming units Jansosratu in implementing the policy of the provincial, district, township and village; preparation of implementation guidelines and the provision of technical guidance Jamsosratu. Activity interpretation phase consists of determining the location of granting Jamsosratu activity, the activity of the target collection of Poor Households (RTM) Jamsosratu receiver, and activities targeting RTM Jamsosratu receiver. Activities stages of implementation include mentoring activities receiver Jamsosratu RTM, RTM receiver Jamsosratu empowerment activities, and service activities RTM which includes health services, educational services and social services in the insurance field. Organizing activities, interpretation, and application of the policy of increasing HDI conditionally and functional policy is influenced by the content and context of policy implementation. Fill the policy of increasing HDI parameters include: (1) The interests that influence Jamsosratu, (2) Type of benefits recipients Jamsosratu, (3) The degree of change to be achieved through the provision of Jamsosratu, (4) Location of decision-making in the realization Jamsosratu, (5) Performance Jamsosratu program implementers, and (6) The resources used to carry out development activities as well as the provision of services to recipients Jamsosratru. The context of the implementation of the policy of increasing HDI parameters include: (1) The powers, interests, and strategies bureaucratic officials involved in the implementation of policies to improve the functioning Jamsosratu and social empowerment of poor households; (2) Characteristics of the institutions and the regime in the process of policy implementation Jamsosratu, and (3) The level of compliance and responsiveness of implementing the policy.
